## The exam law is real. The peace isn't.

The exam-integrity law from Parliament is now official: the Lok Sabha cleared the Public Examinations (Prevention of Unfair Means) Amendment Bill, the [Rajya Sabha passed it by voice vote](https://www.pib.gov.in/PressReleasePage.aspx?PRID=2292127&reg=48&lang=2) the next day, and [President Murmu signed it into law days later](https://timesofindia.indiatimes.com/india/president-murmu-assents-to-anti-paper-leak-amendment-bill/articleshow/132785540.cms), meaning individual offenders now face 5 to 10 years in jail and fines up to ₹50 lakh, with a minimum 7-year term and ₹10 crore fine for organised leak rackets. Nandan Nilekani's [six-member task force](https://www.ndtv.com/india-news/tech-wizard-space-scientist-spymaster-the-experts-on-exam-task-force-11825106), formed to rebuild the exam system, hasn't convened yet, but member and IIT Madras director V Kamakoti has already [previewed his diagnosis](https://theprint.in/feature/kamakoti-iit-grad-passport-failed-jee-reform-nta/3000778/): this year's leak came from a paper-setter being compromised, not a technology gap, and NEET's 2.2 million aspirants outstrip India's one-sitting exam capacity of 300,000. NTA is already gearing up to spend on the aftermath, having [floated a ₹7.5 crore tender](https://www.indiatoday.in/education-today/news/story/neet-paper-leak-row-nta-floats-rs-75-crore-tender-for-24x7-security-of-exam-papers-offices-2961602-2026-08-02) for round-the-clock security at its offices. But the calm is fragile: CJP [threatened to restart its protests](https://www.ndtv.com/india-news/cjp-protest-cjp-sourav-das-supreme-court-supreme-court-order-2-days-2-warnings-cjp-threatens-to-restart-protest-if-agitators-face-action-11834201) after the Supreme Court let police proceed with FIR investigations against agitators while barring coercive action against those with no criminal record, which the group called a breach of the government's assurance to withdraw cases. Tamil Nadu moved the other way, [confirming NEET protest cases against students will be dropped](https://news.careers360.com/neet-cases-against-students-who-protested-against-exam-be-withdrawn-tamil-nadu-school-education-minister-rajmohan), while the Shiromani Akali Dal turned the same anger on Punjab, [alleging six separate exam leaks](https://www.livemint.com/news/paper-leaks-back-in-focus-as-bjp-congress-target-shameless-punjab-education-minister-11785126221884.html) under the AAP government, with BJP and Congress joining calls for education minister Harjot Singh Bains to resign, which Chief Minister Bhagwant Mann denies. Underneath all of it are [ground reports of teenagers running on four hours of sleep](https://theprint.in/ground-reports/india-16-year-old-students-coaching-neet-jee-pressure/3002245/) before their next NEET attempt, a reminder that the law changed and the task force is real, but the daily grind that produced the anger hasn't moved.

## Funding & Acquisitions

- Imarticus Learning made its first international acquisition, buying Singapore's BELLS Institute of Higher Learning in a [deal people familiar with the matter value at around ₹800 crore](https://yourstory.com/2026/07/imarticus-learning-acquires-singapores-bells-institute-800-crore), a figure the company hasn't officially confirmed. The combined entity will run more than 25 offices across India and Singapore with over 1,100 employees, giving Imarticus a foothold in Southeast Asia's workforce development market and ties to Singapore's SkillsFuture programme.

- Student housing operator Elevate Campuses, backed by Hillhouse Investment, is [planning a ₹2,550 crore IPO](https://www.whalesbook.com/news/English/ipo/Elevate-Campuses-Plans-indian-rupee2550-Crore-IPO-for-August-Launch/6a6b09fc0d19e3b4a57a8db4) for the second half of August, at a valuation of up to $1 billion. It would be the first student-housing company to list on Indian exchanges, and the company plans to use ₹1,100 crore of the proceeds to buy 14 K-12 school assets from promoter-linked entities, with another ₹750 crore going toward paying down debt.

## Partnerships & Strategic Initiatives

- Two more foreign education brands are entering India this week. The UK's [Lancaster University will open a Bengaluru campus](https://education.economictimes.indiatimes.com/news/higher-education/lancaster-university-to-establish-bengaluru-campus-karnataka-minister/132706889) offering business, management and computing courses under UGC's foreign-university rules, while Haryana is getting [GEDU Global Education's first India school](https://www.indiatimes.com/news/haryana-eyes-global-education-boost-with-gedus-first-india-school-in-gurugram/articleshow/132787255.html), Queen Elizabeth's School in Gurugram, teaching the Cambridge International Curriculum.

- IIT Jodhpur launched a [four-year online undergraduate degree in Management and Technology](https://www.bweducation.com/article/iit-jodhpur-launches-interdisciplinary-bs-degree-to-prepare-students-for-ai-economy-617686) open to any Class 12 stream without requiring JEE, letting students exit early with a certificate, diploma or the full degree. The programme costs ₹1.40 lakh a year and mixes live lectures from IIT Jodhpur faculty with industry internships and optional campus immersion.

- India [inaugurated a new campus building for Nepal's Kedar Surya Multiple Campus](https://www.ndtv.com/education/india-funded-college-building-opens-in-nepal-foundation-stone-laid-for-school-11827020) in Doti district and laid the foundation for a school building in Kanchanpur, the latest in nearly 600 community development projects India has funded across Nepal since 2003. The campus offers Tribhuvan University-affiliated BEd and BBS programmes.

## Policy & Government

### National

- The UGC will now let universities already approved for two-year postgraduate degrees in distance and online mode also offer a one-year PG option for students who've completed a four-year honours bachelor's degree, aligning with NEP 2020's flexible-exit provisions. The shorter route is only available where the two-year version is already UGC-recognised in that subject.

- CISCE [made Health and Physical Education mandatory](https://www.bweducation.com/article/cisce-makes-health-and-physical-education-mandatory-for-internal-assessment-for-classes-ix-and-xi-616626) in internal assessment for Class IX and XI students this session, building on its existing "Active CISCE" tracker that already logs fitness, sports participation, diet and screen time across ICSE and ISC schools.

### Andhra Pradesh
- Andhra Pradesh signed [four MoUs with Australia](https://education.economictimes.indiatimes.com/news/government-policies/andhra-pradesh-australia-sign-four-mous-on-higher-education-skills-and-clean-energy/132816567) on education, skills and clean energy, including one to set up a Centre of Excellence for Solar Manufacturing at IIT Tirupati with UNSW Sydney, and another pairing Australian group Rebound with state universities for a student mental health pilot. Two more MoUs cover inclusive education research and vocational training tied to international jobs, signed in Amaravati with HRD minister Nara Lokesh and Australian minister Julian Hill.
### Bihar

- Bihar's Education Department [opened a transfer window](https://www.bweducation.com/article/bihar-opens-teacher-transfer-window-as-surplus-staff-seek-relocation-617685) letting teachers move from overstaffed schools to understaffed ones, timed ahead of the state's fourth teacher recruitment exam, TRE 4, which will separately fill whatever vacancies the transfers don't cover.

### Himachal Pradesh

- Thousands of Himachal Pradesh primary teachers [began an indefinite hunger strike in Shimla](https://www.freepressjournal.in/education/himachal-pradesh-thousands-of-teachers-launch-indefinite-hunger-strike-in-shimla-against-school-complex-system) after a 15-day statewide march, demanding a full rollback of the School Complex System that put 15 to 20 schools under a single principal since September. The teachers' federation says close to 200 primary schools now regularly run without any teacher present, and claims support from the state's roughly 20,000 serving and 40,000 retired teachers.

### Karnataka

- The [Karnataka High Court quashed a bank's rejection](https://www.livelaw.in/high-court/karnataka-high-court/karnataka-high-court-quashes-educational-loan-rejection-parent-cibil-score-542991) of a ₹12.5 lakh education loan for a student pursuing a B.E. in Artificial Intelligence, ruling that a parent's poor CIBIL score alone cannot override a student's educational aspirations.

### Kerala

- Kerala's Congress-led government [reversed course and agreed to implement PM SHRI](https://indianexpress.com/article/india/kerala-udf-govt-pm-shri-scheme-implementation-u-turn-education-funds-10810810/) in state-run schools after calling it the "Sangh Parivar's agenda" for years, with Congress MP Adoor Prakash pointing to the previous LDF government's binding MoU with the Centre. The state's pending education arrears now stand at ₹1,466 crore, a gap PM SHRI funding would help close.

- Kerala also launched ['Digital Square'](https://www.ndtv.com/education/kerala-launches-digital-square-under-100-day-education-action-plan-11825931), a KITE initiative bringing free, ad-free educational software like GCompris to primary classrooms, rolled out to more than 4,000 headmasters and headmistresses across all 14 districts.

### Odisha

- Odisha's opposition BJD and Congress [demanded school education minister Nityananda Gond's resignation](https://www.newindianexpress.com/states/odisha/2026/Jul/27/bjd-congress-now-demand-gonds-resignation-over-school-textbook-errors) over what they called large-scale errors in Class I and VIII textbooks, with Congress alleging more than 2,000 mistakes and BJD alleging ₹380 crore in printing corruption. The state government has already ordered corrective action and said those responsible will face criminal charges.

### Tamil Nadu

- Tamil Nadu is [weighing a proposal to serve chicken biryani once a week](https://theprint.in/india/tn-school-education-minister-clarifies-chicken-briyani-proposal-in-midday-meals/3002785/) in government-school midday meals, with vegetarian options staying available for students who want them. School Education Minister Rajmohan said Chief Minister C Joseph Vijay will make the final call, and pushed back on criticism by saying growing children need more protein.

- Tamil Nadu signed MoUs worth [nearly 2,920 jobs this week](https://timesofindia.indiatimes.com/city/chennai/tn-inks-mous-to-create-2920-jobs-across-gccs-manufacturing-and-higher-education/articleshow/132731572.cms), headlined by the University of Western Australia's first India campus, a ₹125 crore, 70,000 sq ft site in Chennai's Velachery set to open in October with an initial 300 students. Wind turbine maker Nordex and insurer Chubb are opening R&D and analytics centres in the state adding roughly 1,220 jobs between them, while South Korea's Motivelink will invest ₹300 crore in a components plant at Pillaipakkam.

### Uttarakhand

- Uttarakhand Chief Minister Pushkar Singh Dhami said the state now has [around 562 Vidya Bharati schools educating 1.25 lakh students](https://www.aninews.in/news/national/general-news/562-vidya-bharati-schools-imparting-education-to-125-lakh-students-uttarakhand-cm20260727134112/), calling the network's reach "every village, every house."

- Uttarakhand launched ["AI-for-All"](https://garhwalpost.in/ai-for-all-courses-launched-for-students-of-states-higher-education-institutions/), a set of AI courses covering Python, physics, chemistry, accounting and teaching, delivered through Doon University in partnership with IIT Madras and the government's SWAYAM Plus platform. Doon University becomes IIT Madras's nodal partner for the state, which has 11 government universities and more than 100 government colleges.

## Financial Reports & Market Trends

- France logged a record 118,000 student residence permits in 2025, and Germany hosted 402,000 international students over 2024-25, with [Indian enrolment there up 20% to roughly 59,000](https://travel.economictimes.indiatimes.com/news/education/france-germany-and-uk-see-record-international-student-enrolment-as-study-abroad-preferences-shift/132654946). The UK issued 95,231 study visas to Indian students in the year to December 2025, up 7%. Prodigy Finance, which tracks the data, says students are growing just as comfortable choosing Germany, France or London as the US, a reversal from the sharp drop in Indian F-1 visa approvals reported earlier this year.

- Why does India's ban on for-profit education discourage exactly the capital the sector needs? Tata Trusts chairman Noel Tata [made the case at an IIM Bangalore alumni event](https://timesofindia.indiatimes.com/business/india-business/education-needs-more-capital-fewer-curbs-noel-tata/articleshow/132815602.cms) that courts blocking for-profit institutions are pushing money and students abroad instead of building more IIScs and TIFRs at home.
